Was charged multiple times when purchase failed

On October 24, 2021, approximately 10:45 PM pacific time, I was playing Fallout 76. I was a few atoms (the in-game currency) to purchase a vault entrance bundle with a missile silo, computer room, and 2 other underground additions. I went from the Fallout 76 game menu to the atom store to purchase the atoms I needed for the bundle. There were 2000+400 bonus atoms on sale for $17.49. My credit card was already in the Xbox from previous purchases. I selected the 2000+400 bonus atom bundle and clicked "Purchase". I got the error "Oops, something went wrong. We cannot complete your transaction. Please try again. Error ______". I tried 3 more times, and still got the error. I went back to the game, and saw I had 12,000 atoms in my account balance. I immediately went on my bank website, and I was charged 4 times for the atom packs. I immediately contacted live chat and explained what happened, and gave them the error code. I was told the money would be refunded. Next day I check the status of my refund, and every one had been denied with the reason "You have reached the maximum amount of yearly Xbox store refunds". Seriously? In 14 years I have never asked for a refund for anything from Xbox. My crefit card fraud line kept hanging up (bad connection? Overseas?), but my bank called to notify me of duplicate charges. Basically, I sat on the computer for 3 days on chat trying to get my money back. After 3 days, I was actually put through to a real human being. She was very understanding and admitted the Xbox store was having problems. I got 2 refunds the next day, and the others today. I had left some very bad reviews on another website because Xbox initially refused to acknowledge my problem and refused the refund, but the finally did right and issued my refund. But from now on, no more card numbers in my Xbox. Pre-Paid cards only from now on. But to Xbox's credit, they did finally resolve the problem, albeit after 3 days of typing on the computer! My suggestion is Xbox needs a dedicated phone number with an actual human. My experience with Xbox online chat was 90% of the time, it was a bot on the other end just giving links to common Xbox problems. Thank you Xbox for resolving my issue!
