Kroger's fulfillment is awful

Kroger's fulfillment company is truly awful. I placed an order with Kroger for 7 items. And specifically asked to have replacements if needed. When I got the order, there were only 3 items. The other 4, not there. BUT I was charged for ALL SEVEN Items. That's right. They didn't communicate with me, they didn't try to find other items. They just took my money for everything and left me with a half complete order. It was only until I contacted customer service that I was able to get refunded. They even spoke with the driver/purchaser and he admitted, they didn't have my items and it was completely acceptable to him that I was charged for everything. Wow, really?
