Asked for Gov. Photo ID AFTER I payed/signed up & suspended my services, BS

Trying to launch a new blog, I signed up with GetResponse (not knowing any better) . Everything seemed fine until the day after I signed up, I had received an email saying that my account was being put on 'hold' because something on their end flagged my account (?) and in order to access my account, I needed to scan a piece of GOVERNMENT ISSUED PHOTO ID. Of course I didn't feel right about it, I asked them for help and advised that I wasn't comfortable with the idea and didn't remember reading that warning anywhere before signing up (I also advised that I had no photo ID to show). I was basically told to beat it and cancel my services because there was nothing that could be done if I didn't have ID to show, not to mention they DO NOT offer refunds in all or majority of cases. I read over their policies and terms again and specifically noticed that there is no indication anywhere on their website that advises of this 'asking for ID' scam for "some" accounts.I decided to take it up again with another dept. on their website and she was basically telling me there was nothing that could be done and no refund either. She also advised that it only happens to "some" accounts for reasons they're unaware of (which is BS). She then made references to their policy and I asked her to point out exactly where in their policies it advises about this "some" account ID thing and she began talking in circles, absolutely clueless. Of course, she advised me to take it up with yet another department (clearly she must have felt that they could've come up with a better excuse). I received another email from their compliance dept. advising again that there was nothing that could be done about my refund. Days later, someone on their end from the billing dept. seemed to come to their senses and advised that they could try to give me my refund (without giving a further explanation as to why this happened, of course). This was on Sept 8th '16, still no refund. I'm currently taking them up with the BBB, it seems like it's the norm now for these fraudulent website based companies to find anyway to rip people off.
