AMEX doesn't want to open dispute for a fraudulent charge

someone who pretended to be an insurance company stole money from my AMEX.I called this company to aske them who they are and why they took my money without any of my authorization. they were not able to find me because I had never signed any of the documents they emailed me even though they were very insistent. the real insurance company told me that this is fraud and told me to call the authorities and my credit card.I started dispute with my AMEX however AMEX explained that I am on my own. They will not help me. I pleaded to talk to the dispute department but this man on the phone told me that this is my fault and I am on my own here.
