I can't believe how bad this experience has been

I opened an account and sent a small test amount to a vendor. On the second try, it went through, so I know everything was set up and working OK. But when I tried to pay the same company again, I got a payment declined message. I continued trying and getting declined for a week. I emailed, chatted, and talked to a rep on the phone. I removed and re-added my bank account. Nothing worked. Finally, I asked the rep if this meant that nothing could ever be done to fix my problem and he said yes. I believe him. Venmo can't perform the service they advertise.
