Refusal to unlock phone, terrible customer service

I have been without a phone for 3 weeks. I changed service providers, but when I went to transfer my phone number, they wouldn't unlock my SIM. At least 4 different people gave different reasons. Here we are 3 weeks later, and I got an email saying the phone isn't fully paid off. The account clearly shows that it has been paid off. I have been passed to multiple service reps, and no one helps.
